La mission de la CIRH est de s’assurer d’une planification coordonnée et efficace de la mise en œuvre des priorités, plans et projets en appui à la reconstruction et au développement d’Haïti suite au tremblement de terre du 12 janvier 2010. Coordonnateur(trice) des Ressources Humaines

Principales responsabilités

Le(a) Coordonnateur(trice) des ressources humaines relève de la Directrice des Ressources Humaines. Elle/il est responsable de fournir un appui à la Directrice dans les diverses fonctions des ressources humaines qui comprennent le recrutement, la dotation en personnel, la formation et le développement, le suivi de la performance et l’assistance aux employés. Sous la supervision de la Directrice des Ressources Humaines, elle/il sera responsable de fournir des conseils et de l’assistance aux superviseurs et au personnel, y compris des informations sur les besoins et les opportunités de formation, les descriptions de poste, les révisions de performance et les politiques relatives au personnel.

Tâches spécifiques

Le(a) Coordonnateur(trice) des ressources humaines aura pour tâche d’aider la Directrice des Ressources Humaines à:

  • Superviser tout le processus de recrutement, y compris de:
    • Préparer et de s’assurer que les descriptions de poste sont précises et en place;
    • Développer des critères de sélection et d’assurer un examen approprié des curriculums vitae;
    • Identifier pro-activement les talents, en mettant un accent particulier sur les femmes et les groupes sous-représentés, y compris les handicapés;
    • Former, organiser et participer aux comités chargés des entretiens;
  • Développer et s’assurer que les processus de recrutement et les procédures de dotation en personnel respectent les règles et les règlements de la CIRH conformément à la législation haïtienne;
  • S’assurer que les politiques, les protocoles et les normes relatifs aux processus de sélection des ressources humaines sont bien communiqués au personnel de la CIRH et qu’ils sont transparents et cohérents;
  • Promouvoir l’égalité entre les sexes dans les comités de recrutement et de révision, et lors de la formation des équipes professionnelles. Encourager l’égalité entre les sexes lors de la formation des comités en vue de rencontres publiques et lors de lancement des invitations aux homologues gouvernementaux, aux partenaires des ONG et à d’autres parties prenantes;
  • Développer et assurer un classement approprié des informations sur les employés et les candidats;
  • Prodiguer des conseils et fournir de l’assistance dans les plans de développement des ressources humaines;
  • Identifier les opportunités de formation et de développement;
  • Organiser des séances de formation et des ateliers si nécessaire;
  • Développer la documentation requise pour les opérations concernant les ressources humaines de la CIRH;
  • Travailler en étroite collaboration avec l’équipe de communications en vue de préparer des rapports appropriés sur toutes les activités concernant les ressources humaines;
  • Prodiguer, si nécessaire, des conseils de base et des conseils au personnel sur les questions relatives aux ressources humaines;
  • Gérer l’équipe placée sous sa supervision;
  • Gérer les services professionnels externes, si nécessaire.

Profil et caractéristiques

Le(a) Coordonnateur(trice) des ressources humaines doit être une personne pragmatique qui possède une grande expérience de travail avec les institutions gouvernementales et/ou publiques. Elle/il aura d’excellentes compétences en élaboration et exécution des tâches liées à la gestion des ressources humaines. Elle/il aura démontré son leadership dans la promotion et la garantie d’un lieu de travail varié et inclusif. Elle/il aura démontré de l’intégrité, du leadership et des compétences en matière de négociation et de communication. Finalement, le(a) Coordonnateur(trice) des ressources humaines doit pouvoir s’adapter à un environnement en évolution permanente et s’épanouir dans un lieu de travail autonome et axé sur le respect des délais.

Profil du poste

Le(a) Coordonnateur(trice) des ressources humaines doit posséder une expérience dans un poste similaire, principalement dans les pays en développement. Elle/il doit également bien connaître les normes internationales de travail et connaître ou être capable d’apprendre rapidement les lois et les règlements de travail en Haïti. La connaissance du Code Civil haïtien est un atout. Elle/il doit démontrer une expérience et des résultats dans l’intégration des thèmes transversaux tels que l’égalité entre les sexes et la diversité par objectifs, plans de travail et évaluations de la performance. Elle/il doit être en mesure de démontrer de l’expérience dans la mise en place des politiques et des procédures relatives au personnel. Le candidat aura une grande expérience dans la formation, le développement et la valorisation du personnel et une bonne compréhension de la législation, des procédures et des politiques pertinentes.

  • Langues: connaissance du français, du créole et de l’anglais;
  • Autres compétences: compétences en traitement de texte et en techniques de présentation.

Formation

Un diplôme universitaire en psychologie, en gestion des ressources humaines, en administration des affaires ou en administration ou dans d’autres domaines connexes, et cinq ou dix années d’expérience professionnelle appropriée.

Une compensation appropriée sera offerte.

Durée du contrat, lieu d’affectation et déplacement

Le candidat sélectionné doit s’engager fermement pour un contrat jusqu’au 21 Octobre 2011, lequel contrat pourra être prolongé pour une période additionnelle de 12 mois dans le cas d’une prorogation du mandat de la CIRH. Le(a) Coordonnateur(trice) des ressources humaines doit résider en Haïti.

Energy Expert

IHRC mission

The mission of the IHRC is to seek the coordinated, effective and efficient planning and implementation of priorities, plans and projects in support of Haiti’s recovery and development in the wake of the 12 January 2010 earthquake.

Main responsibilities

The Energy Expert reports to the Strategy and Planning Director and the Director of Projects, and supports the work of both departments in aligning a Haitian national Energy strategy with the reconstruction and development of the Energy sector in Haiti. She or he will be expected to work closely with the Haitian Ministry of Public Works, Transport and Communications (MTPTC) Energy Management Unit (EMU) and all other relevant Ministries to elaborate and validate strategic objectives. The Sector Lead will also be expected to collaborate with the MTPTC/EMU-IHRC for coordination and follow-up on project review, and coordination of partners.

Specific duties

Strategic Planning

  • Work with EMU leadership at MTPTC on the long term strategic plan with an emphasis on incorporating the relevant ministries regarding Energy
  • Review and discuss elements of Interim Plan, PARDN, IHRC 2010-2011 objectives that support the Long Term Strategic Plan
  • Define 2011-2012 MTPTC’ EMU- IHRC Energy targets with EMU leadership with an emphasis on both process and outcome measures to improve access, quality, equity, and sustainability of services
  • Review and discuss the set targets with partners
  • Work with the EMU-IHRC Committee on a gap analysis that can support the strategic plan
  • Work with the EMU-IHRC Committee on defining the key processes needed to strengthen the core units
  • Work closely with current donors and technical partners supporting governance and strategic planning

Coordination and Alignment

  • Work closely with relevant Ministries to support and improve existing coordination processes
  • Work closely with donors involved in direct work with relevant ministries on registration and mapping
  • Attend IHRC team meetings, identify and exploit opportunities for cross sector collaborations
  • Work with EMU for coordination and follow-up on the NGO/Association/Private sector forum for regular exchanges between partners and the EMU
  • Co-host work sessions with partners (donors, NGO, private sector...) on the targets and priorities
  • Attend and provide technical assistance to the Table Sectorielle as needed
  • Host small group donor/partner and relevant ministry sessions based on shared interests
  • Meet regularly with donors and partners to explain IHRC role, share update, encourage submission and avoid duplication
  • Meet with IHRC Board Members on energy-related issues
  • Meet with local associations to share sector updates, encourage submissions and support collaboration
  • Join MTPTC and EMU in cross ministry discussions as needed
  • Advocate for donor support of gaps

Project Review, Monitoring and Evaluation

  • Review projects submitted to the IHRC Energy Sector (both primarily energy projects as well as other sector projects with a energy component)
  • Host EMU and Donor Review committees and consolidate recommendations for submission of final comments to Projects Team
  • Work with PAO on aligning IHRC M&E processes with MTPTC processes to ensure continuity in follow up
  • Support EMU in submission of projects aimed at capacity building for the EMU itself

Traits and characteristics

The Energy Expert will be a compelling and dynamic leader with a demonstrated ability and willingness to adjust to multiple demands, shifting priorities, ambiguity, and change. She or he must have excellent written and oral communication in French, English and Creole. She or he will have demonstrated the ability, in at least one previous role, to work effectively with government, NGOs, donors, and other stakeholders in at times a high-pressure context. She or he will have deep knowledge of and passion for Haiti and its context.

Qualification requirements

Extensive experience and knowledge of Haiti’s energy sector is essential. Successful candidates will have experience working in the field of public administration, in regulatory agencies or in public enterprises operating in the energy sector.

Experience in project review processes (defining criteria, peer review panels, gap analysis); strategic planning or policy; and project management. She or he must have the ability to set goals, objectives and work collaboratively to achieve defined targets, as well as the ability to facilitate small group discussions among partners with shared interests, including GOH counterparts, donors, NGOs, associations and other sectors.

She or he will be able to co-lead, co-host and co-manage events, processes and presentations with the Ministry of Public Works, Transport and Communications, the Energy Management Unit and community program partners. She or he must be able to manage and supervise multi-cultural and multi-disciplinary teams and have the ability to work under pressure with short deadlines. Prior experience providing technical assistance to public sector with successful transfer of skills highly preferred.

  • Languages: Fluency in French, Creole and English;
  • Other Skills: Word processing and presentation skills.

Education

A university degree in Energy Planning, Energy Economics, Industrial Engineering or related field, with at least seven years of relevant professional experience in government, public enterprise operating in the energy sector, energy financing, energy project planning/design and economics, or related areas.

Compensation

Appropriate compensation will be offered.

Term, location and travel

The successful candidate should be willing to commit to a 2 months period, which may be extended for a further 12 months in the event that the IHRC’s mandate is extended.

The Energy Expert will be expected to live in Haiti and must be able to travel from Haiti to attend donor meetings, conferences, and other events as required to fulfill the responsibilities of the position. The incumbent must commit to maintaining a consistent and public presence in Haiti during her or his tenure in the position.

Media Spokesperson

IHRC Mission
The mission of the IHRC is to seek the coordinated, effective and efficient planning and implementation of priorities, plans and projects in support of Haiti’s recovery and development in the wake of the 12 January 2010 earthquake.

Main responsibilities
The Media Spokesperson reports directly to the Executive Director and to the Director of Communications. The main responsibilities include: serve as the face and voice of the commission; communicate effectively communicates and delivers key messages to media and the Haitian people; evaluate consistently and strategically news reports about the IHRC and offers suggestions for reactive or proactive engagement; foster and maintain media relations and consistently inform the public.

Specific duties
In managing public and media relations, the Media Spokesperson will:

  • Assist in the management of public and media relations efforts including media monitoring, responses to information/interview requests, and communication during unexpected events;
  • Manage external IHRC events, working with the Secretariat, to ensure logistics are set in place and properly coordinated, and to manage attendee lists and agendas;
  • Conduct media trainings for IHRC staff.

In managing local community relations, the Media Spokesperson will:

  • Help develop and implement the IHRC’s community engagement strategy and assist implementers in developing community engagement strategies where required;
  • Help develop working relationships with local stakeholder groups (e.g., conduct one-on-one meetings, create standing working/advisory groups);
  • Help facilitate forums and other mechanisms to gather input from local stakeholder groups, especially for project generation, project prioritization, and monitoring (e.g., community meetings, toll-free numbers);
  • Help establish agency liaisons in each relevant geographic area;
  • Provide regular, tailored updates to local stakeholder groups;
  • Help ensure productive collaboration between the Communications team and third party providers in delivering the IHRC’s communication strategy.

Deliverables

  1. Prepare a 3 months and beyond Work Plan for Media Relations with a list of priorities
  2. Assisting in the preparation of an Action Plan for IHRC Media Relations, aligned with that of the IHRC Communications Group
  3. Engage with other donors and development partners involved with the Haiti reconstruction and development effort to communicate strategies and priorities of the IHRC
  4. Prepare weekly progress reports on status of the media relations with stakeholders
  5. Support the HR staff in hiring additional staff for the unit, by helping Terms of Reference, and by participating in the selection process, as appropriate

Reporting Lines
The Media Spokesperson will report to the Communications Director and the Executive Director. The Media Spokesperson will also work in close coordination with the Executive Director and other Departments of the IHRC, including the Surveys, Data Analysis & Needs Assessment Office, and the Gender Expert to ensure cross-sector progress and alignment.

The Media Spokesperson will be fully be committed to the IHRC and will receive direction, evaluations, and feedback from the Director of Communications, and the Executive Director.

Every week, the Media Spokesperson will meet with the Communications Director and the Executive Director to provide an update on their progress.

Every month, the Media Spokesperson will present to the Communications Director and the Communications Group the Media plans, activities pipeline, and key issues for discussion.

Traits and characteristics
The Media spokesperson must have excellent written and oral communication in French, English and Creole; some Spanish would be a plus. She or he must possess political sensitivity and have no perceived political affiliations, while possessing strong relationships with local Haitian media. She or he must be extremely articulate, telegenic and confidant, able to work with grace under pressure; she or he will have demonstrated the ability, to work effectively with media, NGOs, and governments in a high-pressure and high-visibility context. He or she will be a compelling and dynamic person with a demonstrated ability and willingness to adjust to multiple demands, shifting priorities, ambiguity, and change. She or he will have deep knowledge of and passion for Haiti and its context.

Qualifications requirements
Successful candidates will have experience in a public relations or communications role that demonstrates the ability to manage complex stakeholder environments, gather public input to impact policies and programs, and cultivate strong relationships with donors, NGOs and local organizations.

  • Languages: Fluency in French, English and Creole;
  • Other Skills: word processing and presentation skills

Education
A university degree, with at least 10 years of relevant professional experience in communications, management of organizational management, or related areas, in the public or private sector.

Appropriate compensation will be offered.

Term, location and travel
The Media Spokesperson is expected to work in Port-au-Prince, Haiti. Travel outside of Port-au-Prince and outside of Haiti may be necessary to fulfill the requirements of the position, and will be approved as appropriate by the Director of Communications or the Executive Director.

The Media Spokesperson will be expected to live in Haiti and must be able to travel from Haiti to attend donor meetings, conferences, and other events as required to fulfill the responsibilities of the position. The incumbent must commit to maintaining a consistent and public presence in Haiti during her or his tenure in the position.
